I want to share the following about the calculation of period of induction and practical training for MACPs in the postal department. Till now, the training period for promotions under MACPS has not been kept in mind. On observation of the decisions on this subject, it seems that the period of training for MACPS is also to be kept in mind. Is this period included for the MACPs in other boards, it is not known.

A type of reference has been invited for the following orders on the subject.
1. DT Letter Number 4-7 / (MACPS) / 2009-PCC DT 18.9.2009
2. DT Letter Number 4-7 / (MACPS) / 200 9-PCC DT 23.6.2016
All candidates selected for PA cadre are given induction and practical training for 90/105 days prior to regular appointment.

1. During this period of training, it was not counted for any thing and his salary and allowances, salary increase was regulated from the actual date of joining the department in the form of post assistants.

2. After this, orders were issued for calculating the training period for pay scale and training (financial upgradation) under TBOP and BCR schemes, Personnel and TRG OM 16/16/92-Est. (Pay 1) According to DT 31.3. 1992.

3. The aforesaid provision was implemented as effective from 1.1.1986. The salary of the officers was fixed from 1.1.1986 to 30.9.19 9 and on actual basis from 1.10.19 9.

4. The above provisions were applied to those officers who took training on or after 1.1.1986.

5. The provisions were given to those officers who came with training through prior to 1.1.86. Order Number: 44-2 / ​​2011-SPB Second Date 5.5.2016. The list of officers is called by the DO and it has been presented to the DE.

6. The scheme of MACPS was implemented from 1.1.2006 as a result of implementation of 6 CPC.

8. The main features of the scheme were given in Annex I for the communication given under above mentioned above.

The second sentence of paragraph 9 of the attachment has been read as follows: "Service provided on adhoc / contract basis before regular appointment or prior appointment training will not be taken into account. In this context, the training period was left to the authorities for grant of MACP, it is considered.

10. But a close reading of the above text gives a different but correct meaning. The meaning of the above text can be explained in this way. If the sentences are broken into smaller parts, then they read like this.

a. After regular appointment, service provided on ehad / contract basis will not be taken into account.

B. The service provided on the basis of ad-hoc / contract prior to pre-appointment training will not be counted.

11. It is clear from the above (A) and (B) that if any service, if any, were provided on the basis of adhoc / contract before the appointment before or prior appointment, then it was not counted. Will go.

12. From above it is clear that prior appointment training will be counted for the MACPS, because the above text only talks about the services provided on the basis of adhoc or contract, which is before regular appointment or prior appointment before training, and Nothing about training duration

13. According to the above communication, the second sentence of paragraph 9 has been revised as follows: "The service provided on ehoc / contract basis before regular appointment on prior appointment training will not be taken into account."

14. It is clear from the above that no service provided on the basis of ehad / contract will not be calculated, but the training period is counted for promotions under MACPS. It has been said that according to our departmental rules, the training period is not considered on the basis of contract on adhocabisis nor on the basis of contractual increment, nor for the increase in TDP / BCR promotion in these periods.

15. For clarity, consider the following rules of our department. "Air travel on LTC is not allowed", which means that no government employee is entitled to air travel on LTC but LTC can be availed. This does not take away the privileges given under the LTC, this restriction is only for air travel.

16. In addition, according to the development done for the counting of training period for the service, the calculation of training period for salary period and TBOP / BCR schemes.

17. It has been said that like TBOP / BCR schemes, MACPS is only financial upgradation. Therefore, the provision of counting training period in the direction of TBOP / BCR will also apply to the case.

Those officers, who have completed 16/26 years of service before 1.9.2008, had no problem because their salary was fixed at the date of promoting TBOP / BCR schemes before 1.9.2008. If the training period is included, TBOP / BCR will be upgraded to the date of promotion and their pay will be refined accordingly.

In the case of officers who have received their MACP after 19.2008, the date of MACPS is to be advanced.
